Upcoming Course: Safety Officer-All Risk

Course Details:
The course curriculum will deliver "all risk" emergency information for the Safety Officer position.
Subjects covered include: Fire Ground Safety Officer responsibilities, Incident Command forms,
safety messages and briefings, assistant safety officer (Haz-Mat & USAR) responsibilities,
risk mitigation, situational analysis of tactical application (215A), case study analysis (structure fires),
training exercises (NFPA 1403), fire fighter injury and vehicle accident investigations (case studies),
OSHA requirements, and roles and responsibilities prior, during, and after Rapid Intervention Crew
(RIC) deployment. Students will develop and deliver safety messages.
In addition, they will develop and recommend measures for assuring personnel safety,
and to assess and/or anticipate hazardous and unsafe situations.
Upon completion the student will receive a Fire Nuggets Certificate.
Saturday December 1st: 0800 - 1700

Instructor Bio's:
Deputy Fire Chief Mike Bryant is a 27-year veteran of the County of Los Angeles Fire Department.
He currently is assigned to the Special Operations Bureau where he manages the Technical Services Division
(EMS, Training, US&R, Hazardous Materials Unit, Homeland Security and the Wellness Fitness Program).
He also manages the Command & Control Division (all department communications).
Chief Bryant is an instructor and curriculum developer for Homeland Security through the Office of Domestic
Preparedness for the command class "Managing Civil Actions in Threat Incidents" which is currently being
presented nationally. Chief Bryant is a featured speaker at Firehouse Expo & World, Houston FD Safety
Symposium, FDIC East, West and Indianapolis, Fairfax County FD Safety Seminar, and the Worcester
FD Safety and Survival Training Seminar. Chief Bryant holds a Bachelor of Science Degree
in "Occupational Studies" from Calif. State University, Long Beach. He is a certified "Master Instructor",
"Fire Officer & Chief Officer" by California State Fire Training.
Battalion Chief Dave Franklin is a 17 year veteran of the San Francisco Fire Department currently
assigned to Special Operations. Chief Franklin has worked on some of the busiest companies in San Francisco
including as a Lt. on Rescue Co. 2 in the cities busy Mission district. As a Captain he was recruited to head up the
newly formed Safety Division for the fire department. When the Safety Division was moved under the control of the
Chief of Training, he assumed the responsibilities as the in-service training Captain responsible for all in-service fire
training along with continuing to function as a Safety Officer. Chief Franklin has been a H.O.T. Instructor
for FDIC West in Sacramento. Chief Franklin is the secretary for the Northern California Training Officers
Association. Chief Franklin is a certified Strike Team Leader, and Type 3 Safety Officer. Chief Franklin
started off his fire career with the Moyers Corners Fire Department first as an explorer and than as
a regular firefighter before enlisting in the US Navy.
